Bullhorn alternatives for Australian healthcare and nursing agencies

Updated September 2026

Bullhorn sells in Australia from a Sydney office, publishes Australian prices, says 18 of the top 20 largest healthcare recruitment agencies use a Bullhorn solution, and has owned TargetRecruit since 2025. So for an Australian agency the useful question is not which alternative is best, it is which part of Bullhorn you would replace. Ployo replaces the front of the funnel. Ployo is recruitment software with a built-in applicant tracking system and an AI video interviewer that interviews every applicant the day they apply. It does not do timesheets, payroll, client billing or VMS, and this page is clear about where that matters. Every competitor fact below comes from that vendor's own website, read on 13 September 2026.

The short answer

If you need one platform for clients, placements, compliance and pay, Bullhorn is the scale choice, and the Australian alternatives are Entire OnHire, built in Australia for nursing and healthcare agencies with STP 2.0 payroll and award rules, Vincere from The Access Group with FastTrack360 award interpretation, and JobAdder, a Sydney-based ATS and CRM with payroll, rostering and timesheets through partners. TargetRecruit is no longer an independent alternative, because Bullhorn owns it. If your agency's bottleneck is screening, too many applicants for aged care, disability and hospital shifts and not enough recruiters to call them, Ployo is our recommendation for the front of the funnel: Sarah, Ployo's AI interviewer, interviews every applicant on video the day they apply, and your recruiters get a Met or Not Met verdict on each must-have with the candidate's words quoted, from US$249 a month with no per-seat charge.

Choose Bullhorn if

  • You want the platform most large healthcare agencies already use. Bullhorn says 18 of the top 20 largest healthcare recruitment agencies use a Bullhorn solution, which matters for hiring recruiters who already know it.
  • You need clients, placements, onboarding and VMS in one vendor. Bullhorn sells onboarding, VMS and Recruitment Cloud products alongside its ATS and CRM; Ployo is not a CRM and does none of those.
  • You are on TargetRecruit today. Bullhorn owns it and offers the upgrade path to Bullhorn Recruitment Cloud, which no other vendor on this page can.
  • You want per-user pricing you can read in Australian dollars. Bullhorn's Australian pricing page lists Starter at A$99 and Core at A$165 per user a month; Ployo prices in US dollars.

Choose Ployo if

  • Your recruiters are buried in applicants for aged care, disability and hospital shifts. Ployo invites every applicant to a live, two-way video interview with Sarah, Ployo's AI interviewer, the day they apply, on any device and at any hour, with reminders sent automatically, so nobody waits days for a callback while another agency fills the shift.
  • You want evidence, not a summary. Sarah asks about each must-have, including registration, endorsements, worker screening and shift availability, follows up on what the candidate actually says, and the verdict is Met or Not Met with the candidate's own words quoted behind each requirement, plus the full recording and transcript.
  • You want a person to make every decision. Ployo's automation only moves candidates forward, inviting them to interview when a CV clears your bar; it never auto-rejects anyone, and the activity log records who moved whom.
  • You do not want to pay per recruiter seat for screening. Ployo's plans include interviews and carry no per-seat charge, from US$249 a month with 60 interviews to US$2,135 with 800, so every recruiter and coordinator can log in.
  • You want to add screening without replacing your platform. Applicants reach Ployo through a job link, a bulk CV upload of up to 25 files or a connected Gmail inbox, so an agency can keep Bullhorn, JobAdder or Entire OnHire for the back office and put Ployo in front of it.

The alternatives, and who each one suits

Ordered by the kind of buyer they fit, not by preference. Several of these are a better choice than Ployo for a given team, and the note says which.

Which part of Bullhorn are you replacing?

An Australian healthcare agency uses a platform like Bullhorn for three different jobs: the CRM that holds clients and placements, the compliance and credential record, and the time, pay and billing run. The first-round screen of applicants sits in front of all three. Replacing the whole platform means choosing another full agency system. Fixing slow screening means adding a step, not migrating.

One alternative drops out on ownership grounds: Bullhorn acquired TargetRecruit, announced on 1 August 2025, so TargetRecruit is now a Bullhorn product with an upgrade path to Bullhorn Recruitment Cloud rather than an independent option.

The same answer, two formats

A first round is worth what it can find out. Both of these are real screening formats and both work; they differ in what happens after the candidate stops talking.

Typed answer

“One of our residents kept trying to leave at night. I sat with her, worked out she was looking for her husband, and changed her evening routine.”

Submitted, scored, and the interview moves to the next question. Written in private, at the candidate’s own pace, with every tab on their machine available to them.

Spoken answer

“One of our residents kept trying to leave at night. I sat with her, worked out she was looking for her husband, and changed her evening routine.”

And then, unscripted

“You changed the routine. Who signed that off, and what did you write in the notes?”

That second question did not exist until she gave the first answer. It is the one that separates a story a candidate can tell from a shift they actually ran.

Illustrative transcript, not a real candidate. Ployo runs the right-hand format on video.

Our pick for the front of the funnel: Ployo

Ployo is recruitment software with a built-in applicant tracking system and an AI video interviewer that interviews every applicant the day they apply. For an Australian nursing or healthcare agency it is the step between an applicant arriving and a recruiter deciding who to submit to a client.

Applicants arrive through a public job link or apply page, a bulk CV upload of up to 25 files at a time, or a connected Gmail inbox, which also picks up LinkedIn Easy Apply emails. Each CV is checked against the role's must-haves and good-to-haves, quoting the line behind each one. Every applicant is then invited to a live, two-way video interview with Sarah, Ployo's AI interviewer, in any of 23 languages, on any device and at any hour, with reminders sent automatically. Sarah asks about each requirement, including registration, endorsements, worker screening, visas and shift availability, and follows up on what the candidate actually says. The verdict is Met or Not Met on the must-haves, with the candidate's own words quoted behind each requirement, and good-to-have gaps show as red flags. Your team moves candidates through the stages to Hired, one at a time or in bulk, and Ployo never auto-rejects anyone.

Across the platform, Ployo has completed 30,000+ AI interviews and captured 340,000+ candidate answers, with a completion rate above 70 percent on invited interviews (Ployo platform data).

Full agency platforms built for Australia

Entire OnHire describes itself as complete workforce management software for Australian agencies, built for agencies serving aged care facilities, hospitals, private residences and clinics. It lists STP 2.0 compliant payroll, a rules engine for awards and EBAs, client timesheet approval, compliance controls that let only compliant, active members accept shifts, and a nurse app for picking up shifts. Its publisher, Xeople, describes itself as Australian owned and operated, with a Seaford, Victoria address. Pricing is quoted after a demo.

Vincere, from The Access Group, is CRM and ATS software for Australian recruitment and labour hire firms. The Access Group's healthcare recruitment page lists automated AHPRA registration, WWCC, VEVO, vaccination and National Police Check workflows, and award interpretation through FastTrack360. It lists Melbourne and Sydney offices and prices Vincere as setup costs plus a monthly fee per user.

JobAdder is a Sydney-based ATS and CRM for agencies. Its healthcare page describes compliance alerts when anything is missing or out of date, its temporary recruitment page keeps placements pending until prerequisites are met, and payroll, rostering and timesheets are handled through partner integrations.

What Ployo does not do, so you can plan around it

Ployo does not post to job boards, host a careers site, send offer letters or run onboarding. It does not verify AHPRA registration, NDIS Worker Screening, police checks or visas with the issuing body; it asks the candidate and records the answer, and confirming it stays your process. It does not sync calendars, schedule panel interviews, send SMS, run timesheets, payroll, rostering or client billing, and it is not a VMS.

So an agency that needs pay and billing keeps a platform for it, whether that is Bullhorn, Entire OnHire, Vincere or JobAdder with its partners, and uses Ployo to make sure every applicant has been interviewed before a recruiter spends time on them.

What it costs

Bullhorn's Australian pricing page lists Starter at A$99 and Core at A$165 per user a month, with Pro, Max, onboarding, VMS and Recruitment Cloud quoted. Entire OnHire quotes after a demo, priced per user or by shifts booked. The Access Group prices Vincere as setup plus a monthly per-user fee without publishing figures, and JobAdder quotes a tailored proposal. Ployo publishes its plans in US dollars: Essential US$249 a month with 60 interviews, Growth US$850 with 250, Scale US$2,135 with 800, and custom Group pricing, with interviews included and no per-seat charge. Buying Ployo starts with a call to the founder, and ployo.ai/sample shows a real interview without signing up.

The actual difference

Bullhorn runs an agency's operations: clients, placements, credentials and pay. Ployo runs the part that decides who enters those operations, the first conversation with every applicant, held on video the day they apply, with the evidence a recruiter needs to submit a candidate with confidence.

Where this sits

Bullhorn is a layer 0 tool: the ats knockout and resume screen. Software reads the application and rejects most of them before any person is involved. See how the six layers of first-round screening fit together →

If you are past comparing

Most of what decides this is your own role, not the feature grid. Worked examples of AI screening applied to specific sectors are on the solutions pages, and the practical how-to side, including what compliance actually requires before someone starts a shift, is in the hiring guides.

If you would rather see the mechanics than read about them, the AI video interviewer page walks through an interview end to end.

The other half of the interview: the recruiter deciding what to do with it. Ployo hands over the recording, the transcript and the per-requirement verdict, so the call can be checked rather than trusted.
