TargetRecruit alternatives for Australian healthcare agencies, now that Bullhorn owns it
Updated September 2026
Bullhorn announced its acquisition of TargetRecruit on 1 August 2025 and says it will continue to support all existing TargetRecruit offerings, with an upgrade path to Bullhorn Recruitment Cloud. For an Australian nursing, locum or allied health agency on TargetRecruit, that makes this a sensible moment to check what you actually need from the system. Ployo is recruitment software with a built-in applicant tracking system and an AI video interviewer that interviews every applicant the day they apply. It is our recommendation when the bottleneck is screening candidates fast enough to fill shifts, and this page is plain that it does not replace TargetRecruit's pay and bill, VMS intake or compliance packs. Every competitor fact comes from that vendor's own website, read on 13 September 2026.
If your agency needs staffing software that runs compliance packs, VMS intake, time capture and invoicing, the realistic TargetRecruit alternatives are Bullhorn itself, which now owns TargetRecruit and offers the upgrade path, Entire OnHire, built in Australia for nursing and healthcare agencies with STP 2.0 payroll and award rules, and Vincere from The Access Group, which pairs with FastTrack360 award interpretation. JobAdder suits an agency that wants a Sydney-based ATS and CRM with payroll, rostering and timesheets through partner integrations. If your real bottleneck is the number of applicants a recruiter has to phone before a shift can be filled, Ployo is our recommendation for that step: Sarah, Ployo's AI interviewer, interviews every applicant on video the day they apply, and your recruiters get a Met or Not Met verdict on registration, endorsements and shift availability, from US$249 a month. Ployo does not replace pay and bill or VMS, so most agencies would run it alongside one of the platforms above.

| What it is | Enterprise recruiting software for staffing companies, built on Salesforce. | Recruitment software with a built-in applicant tracking system and an AI video interviewer. |
| Who it is built for | Healthcare, professional and commercial staffing agencies, including travel nurses, per diem staff, locum tenens and allied health professionals. | Healthcare providers and agencies whose bottleneck is screening applicants before anyone can be shortlisted. |
| Credentials and compliance | Credential and compliance packs that can be submitted to clients. | Asks every candidate about registration, endorsements and checks on video and quotes the answer. Does not verify with the issuing body. |
| Time, pay, billing and VMS | VMS job intake, candidate time capture in portals and automated invoicing from approved time. | Not offered. Ployo does not run timesheets, payroll, client billing or VMS. |

Choose TargetRecruit if
- You run pay and bill through your recruitment system. TargetRecruit lists candidate time capture, automated invoicing from approved time and a back office designed to reduce friction in pay and bill. Ployo does none of that.
- You take jobs from client vendor management systems. TargetRecruit lists VMS integration for job intake; Ployo has no VMS connection.
- Your agency already runs on Salesforce. TargetRecruit is built on it and uses native Salesforce reporting, so your CRM data and admin skills carry over.
- You submit credential packs to clients. TargetRecruit lists compliance packs built for that; Ployo records what a candidate says about registration and checks, and does not assemble or verify documents.
Choose Ployo if
- Your recruiters cannot phone every applicant before the shift goes to another agency. Ployo invites every applicant to a live, two-way video interview with Sarah, Ployo's AI interviewer, the day they apply, on any device and at any hour, with reminders sent automatically, so the first conversation happens while the candidate is still available.
- You want the must-haves checked in a conversation, not inferred from a CV or a ranked list. Sarah asks about each requirement, including registration, endorsements, worker screening and shift availability, follows up on what the candidate actually says, and the verdict is Met or Not Met on the must-haves with the candidate's own words quoted.
- You want an AI that never rejects anyone for you. TargetRecruit lists AI agents that write personalised rejection emails; Ployo's automation only moves candidates forward, and a recruiter makes every decision with the recording and transcript in front of them.
- You want a screening step you can add without a migration. Applicants reach Ployo through a job link, a bulk CV upload of up to 25 files or a connected Gmail inbox, so an agency can put Ployo in front of its existing platform, whichever one it chooses after the Bullhorn acquisition.
- You want to see a price before a sales call. Ployo publishes Essential at US$249 a month with 60 interviews, Growth at US$850 with 250 and Scale at US$2,135 with 800, with no per-seat charge. TargetRecruit does not publish pricing.

The alternatives, and who each one suits
Ordered by the kind of buyer they fit, not by preference. Several of these are a better choice than Ployo for a given team, and the note says which.

What changed: Bullhorn now owns TargetRecruit
Bullhorn announced the acquisition of TargetRecruit on 1 August 2025. Bullhorn says it will continue to support all existing TargetRecruit offerings currently in use by customers, and it describes an upgrade path to Bullhorn Recruitment Cloud. Bullhorn already sells in Australia from a Sydney office and publishes Australian prices.
Nothing forces an Australian TargetRecruit customer to move. But an ownership change is the natural time to ask three questions: whether you still want your recruitment system on Salesforce, whether your pay and bill rules match Australian awards and STP reporting, and whether the real constraint on filling shifts is the back office or the time it takes to screen applicants. The answer to the last question decides whether you need a new platform, a screening step, or both.

The same answer, two formats
A first round is worth what it can find out. Both of these are real screening formats and both work; they differ in what happens after the candidate stops talking.
Typed answer
“One of our residents kept trying to leave at night. I sat with her, worked out she was looking for her husband, and changed her evening routine.”
Submitted, scored, and the interview moves to the next question. Written in private, at the candidate’s own pace, with every tab on their machine available to them.
Spoken answer
“One of our residents kept trying to leave at night. I sat with her, worked out she was looking for her husband, and changed her evening routine.”
And then, unscripted
“You changed the routine. Who signed that off, and what did you write in the notes?”
That second question did not exist until she gave the first answer. It is the one that separates a story a candidate can tell from a shift they actually ran.
Our pick for the screening step: Ployo
Ployo is recruitment software with a built-in applicant tracking system and an AI video interviewer that interviews every applicant the day they apply. For an Australian healthcare agency it runs the step between an applicant arriving and a recruiter deciding they are worth submitting.
Applicants arrive through a public job link or apply page, a bulk CV upload of up to 25 files at a time, or a connected Gmail inbox, which also picks up LinkedIn Easy Apply emails. Each CV is checked against the role's must-haves and good-to-haves, quoting the line behind each one. Every applicant is then invited to a live, two-way video interview with Sarah, Ployo's AI interviewer, in any of 23 languages, on any device and at any hour, with reminders sent automatically. Sarah asks about each requirement, including registration, endorsements, worker screening, visas and shift availability, and follows up on what the candidate actually says. The verdict is Met or Not Met on the must-haves, with the candidate's own words quoted behind each requirement, and good-to-have gaps show as red flags. Your team moves candidates through the stages to Hired, one at a time or in bulk, and Ployo never auto-rejects anyone.
Across the platform, Ployo has completed 30,000+ AI interviews and captured 340,000+ candidate answers (Ployo platform data).
If you need pay, bill and compliance in one system
Entire OnHire describes itself as complete workforce management software for Australian agencies and is built for agencies serving aged care facilities, hospitals, private residences and clinics. It lists STP 2.0 compliant payroll, a rules engine for awards and EBAs, client timesheet approval, compliance controls that let only compliant, active members accept shifts, and a nurse app for picking up shifts. Its publisher, Xeople, describes itself as Australian owned and operated, and the site gives a Seaford, Victoria address. Pricing is quoted after a demo.
Vincere, from The Access Group, is CRM and ATS software for Australian recruitment and labour hire firms. The Access Group's healthcare recruitment page lists automated AHPRA registration, WWCC, VEVO, vaccination and National Police Check workflows, and award interpretation through FastTrack360. The Access Group lists Melbourne and Sydney offices and prices Vincere as setup costs plus a fee per user per month, without publishing figures.
Bullhorn is the path TargetRecruit itself points to. Its Australian pricing page lists Starter at A$99 and Core at A$165 per user a month, with Pro, Max, onboarding and VMS products quoted.
What Ployo does not do, so you can plan around it
Ployo does not post to job boards, host a careers site, send offer letters or run onboarding. It does not verify AHPRA registration, NDIS Worker Screening, police checks or visas with the issuing body; it asks the candidate and records the answer, and confirming it stays your process. It does not sync calendars, schedule panel interviews, send SMS, run timesheets, payroll, rostering or client billing, and it is not a VMS.
That is why most agencies would run Ployo next to a staffing platform rather than instead of one: the platform holds the client, the placement and the pay run, and Ployo makes sure every applicant has been interviewed before a recruiter spends time on them.

What it costs
TargetRecruit does not publish pricing. Bullhorn's Australian pricing page lists Starter at A$99 and Core at A$165 per user a month, with larger editions quoted. Entire OnHire quotes after a demo, priced per user or by shifts booked. The Access Group prices Vincere as setup plus a monthly fee per user without publishing figures, and JobAdder quotes a tailored proposal. Ployo publishes its plans in US dollars: Essential US$249 a month with 60 interviews, Growth US$850 with 250, Scale US$2,135 with 800, and custom Group pricing, with no per-seat charge. Buying Ployo starts with a call to the founder, and ployo.ai/sample shows a real interview without signing up.
TargetRecruit is a platform for running an agency's back half: compliance packs, VMS jobs, time and invoices. Ployo is built for the front half, the conversation with every applicant that decides who is worth a recruiter's time, and it holds that conversation on video the day they apply.
TargetRecruit is a layer 0 tool: the ats knockout and resume screen. Software reads the application and rejects most of them before any person is involved. See how the six layers of first-round screening fit together →
Frequently asked
Who owns TargetRecruit?
Bullhorn. It announced the acquisition of TargetRecruit on 1 August 2025 and says it will continue to support all existing TargetRecruit offerings, with an upgrade path to Bullhorn Recruitment Cloud.
What are the best TargetRecruit alternatives in Australia?
For a full staffing platform with compliance and pay: Bullhorn, which now owns TargetRecruit, Entire OnHire, built in Australia with STP 2.0 payroll and award rules, and Vincere from The Access Group with FastTrack360 award interpretation. JobAdder suits agencies that want a Sydney-based ATS and CRM with payroll through partners. For the screening step, Ployo interviews every applicant on video the day they apply and gives recruiters a Met or Not Met verdict on each must-have.
Does Ployo replace TargetRecruit?
Not the back office. Ployo does not run timesheets, payroll, invoicing, VMS or compliance packs. It replaces the manual first screen: every applicant gets a live video interview with Sarah, Ployo's AI interviewer, and the recruiter reads the verdict and the quoted answers before deciding who to submit.
Which staffing software handles Australian awards and STP payroll?
Entire OnHire lists STP 2.0 compliant payroll and a rules engine for awards and EBAs, and The Access Group lists award interpretation through FastTrack360. Ployo does not run payroll, so it sits alongside whichever system does.
Is TargetRecruit's pricing published?
No. TargetRecruit's Australian site does not publish prices. Bullhorn, which owns it, lists Starter at A$99 and Core at A$165 per user a month on its Australian pricing page. Ployo publishes plans in US dollars from US$249 a month.

Most of what decides this is your own role, not the feature grid. Worked examples of AI screening applied to specific sectors are on the solutions pages, and the practical how-to side, including what compliance actually requires before someone starts a shift, is in the hiring guides.
If you would rather see the mechanics than read about them, the AI video interviewer page walks through an interview end to end.
